The German FinTech Market: A Retrospective and Predictive Ecosystem Report

On behalf of the Netherlands Enterprise Agency (RVO) and the Netherlands Business Support Office (NBSO) Frankfurt, and in collaboration with our partner Contextual Solutions, FinTech Consult conducted an in-depth study on the German FinTech ecosystem with a specific focus on the opportunities and entry strategies available to Dutch FinTech companies. The findings were presented at a dedicated event hosted by Holland FinTech in Amsterdam on 17 February 2023.

Key findings of the study:

• The German FinTech market is highly relevant for Dutch FinTechs but less advanced than the Netherlands in several dimensions — presenting both opportunity and challenge
• Germany has unique market traits that require careful navigation: strong data privacy expectations, preference for German-language support, and high standards for regulatory compliance
• The German ecosystem is broadly FinTech-friendly, with Berlin offering an accessible international startup environment and Frankfurt providing access to the enterprise and financial sector
• A staged entry approach — testing the market in Berlin before pursuing Frankfurt — has been validated by multiple successful Dutch FinTech expansions

The study also profiles the most relevant existing Dutch–German FinTech partnerships, providing concrete examples and validated playbooks for companies looking to replicate proven entry models. It was presented to an audience of Dutch FinTechs, investors, and government representatives at the Holland FinTech event in Amsterdam.
